How to Train Internal Assessors in Organisations

Picture this: your organisation runs a two-day assessment centre for senior manager selection. Six line managers serve as assessors. They receive a 45-minute briefing on the morning of day one, pick up their scoring guides, and take their seats. By the wash-up meeting that afternoon, two assessors have rated the same candidate a 4 on decision-making. Two others have rated the same candidate a 2. Nobody can reconcile the gap because nobody recorded their observations in a structured way. The wash-up meeting runs long, gets dominated by the most senior voice in the room, and produces decisions that are more influenced by table dynamics than by evidence.
This is not an edge case. A 2022 survey by the International Congress on Assessment Center Methods found that inter-rater reliability below acceptable thresholds was reported in 44% of assessment centres run with untrained or inconsistently briefed internal assessors. Internal assessor training is the most systematically skipped step in the entire assessment centre process. Observation is the capacity to notice and record specific, concrete, behaviour in the moment: what the candidate said, when they said it, how the group responded. Evaluation is the subsequent task of weighing that evidence against behavioral competencies and assigning a rating. Untrained assessors jump immediately to evaluation — they form an overall impression during the exercise and then work backwards to justify it with ratings. Trained assessors observe first, record continuously, and evaluate only when the evidence is on paper in front of them. The discipline of separating these two activities is the single most important skill internal assessor training must build.
Understanding of Competency Based Assessments
A good assessor understands that they are not judging the person; they are measuring specific, defined behaviours against a competency framework that has been built for the specific role and level being assessed. This requires genuine familiarity with the competency definitions and behavioural indicators, not just surface awareness. An assessor who cannot explain in their own words what ‘Advanced’ looks like for stakeholder influence — using a real, specific, leadership-level behavioural example — is not ready to rate it reliably.
Familiarity with Both Behavioral and Technical Competencies
For most leadership assessments, behavioral competencies dominate: how the candidate leads, influences, decides, and communicates. But for functional or technical role assessments, technical competencies carry significant weight too: domain expertise, process knowledge, professional standards. A good internal assessor is clear on which competency type a given exercise is designed to surface and adjusts their observation approach accordingly. Conflating the two leads to assessors penalising technically strong candidates for being less charismatic, or rewarding interpersonally skilled candidates despite significant domain gaps.
Section 2: Conducting a Training Needs Assessment for Your Internal Assessors
Before you can design an internal assessor training programme, you need to understand what your specific assessor pool actually needs. A training needs assessment for assessors is not the same as a general learning needs analysis. It is targeted, role-specific, and concerned with a narrow but high-stakes skill set. Build an assessor readiness profile using the training needs assessment data. For each prospective assessor, rate them across four dimensions on a three-point scale (Needs Development / Adequate / Strong): observation accuracy (how close their observations match the master benchmark), rating consistency (how close their competency ratings match the master rating), evidence language quality (behavioural vs evaluative), and competency framework familiarity. This profile drives your training design: assessors who are strong on observation accuracy but weak on rating consistency need different training from those who are strong on framework familiarity but poor on evidence language.

The five skill gaps that appear most consistently across untrained assessor pools are: (1) halo and horn effect — allowing strong early performance to inflate or poor early performance to deflate ratings across all subsequent competencies and exercises; (2) evidence compression — recording two or three observations for a 45-minute exercise when 15 to 25 scorable behaviours were available; (3) inference substitution — writing evaluative language in observation notes (‘lacked confidence’) rather than behavioural description (‘changed position when challenged’); (4) anchor inflation — consistently rating higher or lower than the scale warrants due to drift in their personal interpretation of proficiency levels; and (5) candidate sympathy bias — applying more generous evidence interpretation to candidates they know or find personally likeable. All five gaps are addressable through structured training. None of them are fully correctable through a briefing alone.
Internal assessor training produces the behavioural, evidence-anchored competency data that makes succession planning reliable rather than reputational. Succession slates built on calibrated assessment data — where each candidate’s readiness profile is derived from structured, multi-exercise observation by trained assessors — are significantly more predictive of success in next-level roles than slates built on performance ratings and manager nominations alone. Specifically, trained assessors are able to identify leadership derailers (behaviours that predict failure at the next level despite current role success) that informal nomination processes consistently miss. They also produce developmental data — specific, competency-anchored gap profiles — that makes the development plans for succession candidates actionable rather than generic. Organisations that connect their assessment centre output directly to their succession planning process, through trained assessor data, consistently report higher-quality succession slates and lower rates of failed senior appointments.
Every certified internal assessor should participate in at least one recalibration session annually, regardless of how many assessment centres they have assessed on in the preceding year. Research on assessor skill maintenance consistently shows that observation discipline and rating consistency degrade without regular practice and recalibration — with assessors who assess fewer than two programmes per year showing the most significant drift. Recalibration should include an independent observation exercise against a benchmark standard, a group discussion of rating discrepancies, and a review of each assessor’s performance data from their most recent live programme. Assessors whose post-calibration inter-rater reliability falls below the 0.65 ICC threshold should be returned to supervised status until the standard is restored — regardless of their seniority or their certification history. Building this into an annual recalibration calendar, with certification expiry at 18 months without renewal, is the practical quality management structure that most organisations lack.
